Connectivity and handset rules
Egypt SIM Cards and Internet
Tourists can usually choose between roaming, an international eSIM, or an Egyptian SIM from an official operator channel. The right choice depends on your route, phone compatibility, length of stay, document status, and support needs.
Last checked: 2026-08-11. Telecom rules, package names, prices, and handset enforcement are volatile.
Before you buy
Choose a legitimate setup path
- Use official operator branches, airport stores, or the operator's own app or website where eligible.
- NTRA rules say a foreign customer buying a new mobile SIM must appear in person at an operator branch with an original valid passport and residency document; airport visitor products may still require staff document checks.
- Do not hand your passport, unlocked phone, QR code, or SIM to an unofficial seller away from a clearly identified operator channel.
- No single network is recommended here. Coverage and performance vary by district, hotel, desert route, coast, boat route, and congestion.
- Keep roaming or offline maps available until the local line is activated and tested.
Operators
Start with the licensed mobile operators
NTRA's quality-of-service material identifies Egypt's licensed mobile network operators as Orange, Vodafone, Etisalat, and WE. Operator pages are useful for their own products, support, eSIM terms, and marketing claims, but they do not prove identical performance everywhere you travel.
- WE Mobile Egypt says its tourist plans are for tourists visiting Egypt and are valid for 30 days with renewal and support details.
- Vodafone Tourist Line is Vodafone Egypt's visitor product page; confirm current data, minutes, validity, and branch purchase rules at checkout.
- e& Egypt currently advertises a Hi traveler line for internet, calls, and international calls needs; confirm details through the operator before purchase.
- Orange Egypt travel page gives network-selection and customer-service details for visitors; use Orange stores or current Orange channels for any local line or eSIM purchase.
Compare plans
Compare the trip you actually have, not a generic ranking
Before paying, check the destination coverage map or operator help channel for the places you will actually use: airport, hotel area, Nile cruise route, Red Sea resort, desert road, liveaboard, remote attraction, or multi-city transfer.
- Compare data allowance, local minutes, international minutes, SMS, hotspot or tethering terms, expiry date, renewal, top-up method, app language, and support number.
- Ask whether the package price includes taxes and fees, whether unused data carries over, and what happens after the bundle is consumed.
- Activate and test mobile data, calls, SMS, top-up, account app, and hotspot before leaving the airport or branch if you depend on the line.
- For roaming, check your home operator's daily cap, fair-use rule, Egypt network partner, tethering rule, and emergency support before departure.
eSIM caveats
eSIM availability is not the same as instant tourist eligibility
Egyptian operators now publish eSIM information, but activation can depend on device compatibility, Wi-Fi, app access, identity checks, store visits, QR-code timing, and whether the customer is new or existing.
- Orange says eSIM is available for tourists, while its FAQ also says foreigners with valid residence can get an eSIM through Orange shops; confirm the exact visitor path before relying on it.
- WE says new-line eSIM is available for individual customers, activation uses a QR code from a WE branch, and downloading/activation is inside Egypt.
- e& Egypt says eSIM is available for its customers, lists device compatibility and one-time fees, and says downloading the eSIM profile can only happen inside Egypt.
- An international travel eSIM can be useful for arrival data, but it may be data-only, may route through roaming partners, and may not give you a local Egyptian phone number.
Imported phone rule
Tourists currently have a 90-day handset exemption under NTRA's 2026 notice
- NTRA's notice dated 20 January 2026 says the exceptional passenger exemption for imported mobile phones ended effective noon on 2026-01-21.
- The same notice says the exemption continues for Egyptians living abroad and tourists for 90 days.
- Do not infer a longer exemption for long-stay visitors, remote workers, residents, second devices, resale, or repeated entries without current authority confirmation.
- NTRA refers users to the Telephony app, digital payment channels, and Telephony hotline 15380 for imported-phone status and fee questions.
Mobile wallets
An Egyptian SIM does not automatically mean an Egyptian mobile wallet
NTRA's mobile-wallet regulatory rules, checked 2026-08-11, say mobile wallet registration is allowed for Egyptians only with a valid national ID number. Ordinary foreign tourists should not assume that buying an Egyptian SIM makes them eligible for a local mobile wallet.
- Use your card issuer, cash backup, travel card, bank, or existing wallet options unless a regulated Egyptian provider confirms you are eligible.
- Do not let a seller register a wallet under another person's identity for your use.
- Keep payments for taxis, tips, shops, and small services separate from the question of whether you can open a local wallet.
Support and complaints
Try the operator first, then escalate through NTRA if needed
For activation, billing, package, coverage, or cancellation problems, keep the contract, receipt, SIM packet, passport copy record, phone number, complaint reference, staff names, and screenshots. NTRA says consumers should first make a reasonable attempt with the operator or service provider before launching a complaint with NTRA.
- NTRA complaint contact methods include short number 155, email, WhatsApp numbers, and an official complaint form.
- Provide the operator name, account or customer number, complaint reference, dates, staff contacts, and supporting documents if escalating.
- If the issue affects immediate safety or urgent travel, use emergency, hotel, airline, bank, insurer, or consular channels as appropriate; NTRA complaints are not an emergency substitute.
